Post Office Reform: Is "Dismantling" a Form of Saving?

We're not one to get political, but the U.S. Postal Service in and of itself is not a political entity. However, it seems that the House and Senate are taking opposite sides of various bills currently being considered that would reform the U.S. Postal Service to "save" it from insolvency. Of course, the sides are generally partisan, but the Post Office does not deliver mail to people of a single political persuasion.
